Tinsukia Zila Sakhyarata Samiti was formed in the year 1993 and registered under Society registration Act XXI of 1860 with registration No. 1848 of 1993-1994.

Tinsukia District include 11 PLC projects out of which 7 projects established at Hapjan Dev. Block, Itakhuli Dev. Block, Saikhowa Dev. Block, Kakopathar Dev. Block, Margherita Dev. Block and Sadiya Dev. Block and remaining 4 projects are - Tinsukia, Digboi, Makum and Doomdooma.

Attempts has been made by TZSS to bring PLC programme into a Mass Movement for the success of the programme. It is worth mentioning that this District bears a number of ethnic tribes. Emphasis have been given to motivate this tribes towards literacy. Several activities have been taken to create environment for literacy programme.

As per IPLC norms illiterates of age group 15-35 years are covered under Total/Post Literacy programme. However for Tinsukia Districr it has been decided to cover the illiterates of age group of 9-35 years under TLC/PLC.

House to house survey has been done to identify the illiterates during Total/Post literacy programme and the target group for Total literacy campaign was 2.13 lakhs out of which 1,61,802 nos attained NLM norms. Now Zila Sakhyarata Samiti identified 1,87,806 persons as neoliterate or illerate. The percentage of Total literacy of this district is 75.96 as per Govt. of India's latest report.

TZSS organised 25 nos. of Reproductivs and Child Health Programme through out the District with free health camps and free distribution of Medicine.
