| The rapid economic development of a particular Area/Sub-div/District
depends
upon the systematic planing of various development activities/schemes etc. decided
to be implemented in the area in a phase manner. Since the resource crunch and
financial constraints are the major problems of our state, all the problems cannot
be solved in a single stress. However as far as possible, development activities
should be takenup in such a manner that optimum benifit may be obtained by the
needy people through utilizing a minimum resource & financial obligation.

| In order to do so, we are to give more emphesis on the following points viz.
systematic planning in implementation of scheme, selection of priority sector so as
to enable the poorest section to get benifit from the process, transperancy of the
schemes implemented etc.

| Keeping the matters in view, the District Planning Cell, Tinsukia looks after
the works & activities of the planning & development deptt. Basically the main
works & activities of planning & development branch. So far been functioning in
